Blackwell Flats is a first-come, first-serve campground managed by the US Army Corps of Engineers. Libby Dam Campgrounds offer four primitive camping areas with a 14-day maximum stay. The campgrounds are located on the east and west sides of the Kootenai River, below and above the dam. The Souse Gulch day use area near the visitor center offers playgrounds, picnic shelters, and boat ramp access to Lake Koocanusa. Camping, fishing, boating, and wildlife watching are popular in the recreation areas below the dam.
