The park has 2 vault toilets in the campground area without running water. The John Day River is open for fishing per regulations set by the Oregon Department of Fish and Wildlife. Hunting is open outside the developed areas of the park per regulations set by the Oregon Department of Fish and Wildlife. Visitors may see hunters and their harvests during the late summer through mid-winter depending on the hunting seasons. The park is closed to motorized watercraft year-round between Clarno and Cottonwood Bridge and is closed seasonally from May 1 to September 30 between Cottonwood Bridge and Tumwater Falls. The river is closed to personal watercraft (jet skis) year-round upstream of Tumwater Falls. The park does not allow trapping. The park has a burn ban in place from June 1 to protect against wildfires. No wood fires, charcoal briquettes, pellet-fueled grills, candles, tiki torches and other devices that emit flames or embers and cannot be turned off with a valve. Portable cooking stoves, propane fire rings, barbecues, and lanterns using liquefied or bottle fuels are allowed in the campground. Devices using liquefied or bottle fuels are banned in the back country unless used for cooking. The Pinnacles Trail is closed at the 2.5 mile marker and the Hardstone Trail is closed at the mile 1 marker from February 1st to September 30th to protect Golden Eagle nesting sites.
